A friend told me it's a lot better on the Xbox One X, and I Imagine the series X will have even less difficulty. Alternativly you could play on smaller galaxies, but I personally don't like those. 3.

That sounds like your anti-virus and anti-ransomware software is keeping the game from modifying files in your User Documents folder. Check that they're not blocking the launcher too or you won't be able to mess with mods. Yes I read that that was the issue in other places as well. I'll try to see if that fixes the issue.
